2 <br /> O2 <br /> Acre - means 43 ,560 square feet. <br /> Act - means the North Carolina Sedimentation Pollution Control <br /> Act of 1973 and all rules and orders adopted pursuant to it. <br /> Adequate Erosion Control Measure, Structure, or Device - means <br /> one which controls the soils material within the land area under <br /> responsible control of the person conducting the land-disturbing <br /> activity . <br /> Airicultural land - is land used primarily for the production of <br /> plans and animals and intended for private consumption or sale, <br /> including but not limited to forage and sod crops, grain and feed <br /> crops, tobacco, cotton and peanuts; dairy animals and dairy <br /> products, poultry and poultry products; livestock, including the <br /> breeding and grazing of any or all such animals; bees and apiary <br /> products; and fur animals. <br /> Borrow - means fill material which is required for on-site <br /> construction and is obtained from other locations . <br /> Buffer Area - means the strip of land adjacent to a lake or <br /> natural watercourse. The boundaries and purposes of which are as <br /> set forth in Section 8 (a) . <br /> Channel - a natural or artificial watercourse with a definite bed <br /> and banks to confine and conduct the flow of water. <br /> Channel Alterations - a change of the water-carrying capacity or <br /> flow characteristics of a natural or artificial channel by <br /> clearing, excavation, bank stabilization or other means. <br /> Channel Stabilization - erosion prevention and stabilization of <br /> velocity distribution in a channel using jetties, drops, revet- <br /> ments, vegetation, and other measures. <br /> Commission - means the North Carolina Sedimentation Control <br /> Commission. <br /> Denuded Area - any area deprived of its protective vegetative <br /> cover and left in that exposed condition. <br /> De.artment - means the North Carolina Department of Natural <br /> Resources and Community Development. <br /> Develo, ment - any man-made change to improved or unimproved real <br /> estate, including but not limited to construction of buildings or <br /> other structures, mining, dredging, filling, grading, paving, <br /> excavation or drilling operations. <br /> District - means the Orange or Durham County (as applicable) Soil <br /> and Water Conservation District created pursuant to Chapter 139 , <br /> North Carolina General Statutes. <br />
