In support thereof, <br /> respondents show the following: <br /> On August 13, 1986, AT&T representatives from External <br /> Affairs, Network Operations, Technical Support Departments, and <br /> Bell Labs met with Mr. Dick Helwig, Chairman, and several members <br /> of the Orange County Technical Task Force (the Task Force) .
