5 <br /> 007 <br /> What steps should be taken by leaders in the Research Triangle area to develop <br /> a regional ublic transportation system? <br /> Public transportation will be an important link in the regional trans- <br /> portation network of the future, and it can have an important role to play in <br /> determining land use patterns and development. It can not only carry many <br /> people to their jobs and other destinations, but it can also be the focus of <br /> desirable development in high density corridors. To achieve the optimum blend <br /> of highways, public transportation, and development, area leaders must take a <br /> proactive, anticipatory role in coordinated land use and transportation plan- _ <br /> ping: In this regard some very specific recommendations are offered with re- <br /> spect to public transportation. <br /> During the next two to five years: <br /> • <br /> 1. Develop an organization to carry out regional public transportation. <br /> planning and operation. . <br /> 2. Emphasize carpooling and vanpooling through the existing regional Tat. <br /> A Ride program. <br /> 3. Initiate regional bus service with a public or private operator <br /> 4. Increase the number of park-and-ride -lots to serve the expected in- <br /> crease in carpools, vanpools, and express buses. <br /> 5. Preserve potential transportation corridors for light rail service, as <br /> well as highways, in order not to foreclose any future transportation <br /> possibilities. . <br /> 6. Reconsider development goals and explore the feasibility of high den- <br /> sity development along transportation corridors. - <br /> 7. As preliminary planning progresses for new highway lanes in over ca- <br /> pacity corridors, examine the feasibility of building commuter lanes <br /> instead of general traffic lanes. <br /> 8. Depending on the outcome of preliminary planning studies, construct <br /> commuter lanes in the medians of 1-40 between Raleigh and Chapel gill, <br /> the Durham Freeway, and the Northern Wake Freeway. <br /> During the next five to 10 years: • - <br /> 1. Depending on the existence of high density corridor: development and <br /> the pace of such development, examine the feasibility of a light rail <br /> system which connects downtown centers, residential and shopping clus- <br /> ters, and employment locations in the Triangle region. <br /> During the next 10 to 20 years: <br /> 1. Depending on the feasibility of light rail service, design and con- <br /> struct a regional light rail system. <br />
