e <br /> "2) To . . . make complete public disclosure of the events, <br /> their causes and the remedies taken to date. <br /> "3) To . . . develop, under public scrutiny, a plan for a <br /> permanent solution to this problem, together with a <br /> prompt timetable for the plan's implementation; and, <br /> further, to ensure that the telephone service providers <br /> implement forthwith the permanent solution so that such <br /> problems have an almost nil probability of ever <br /> happening again. <br /> "B. We ask the Utilities Commission, on our behalf, to inquire <br /> about and investigate the management structure of the individual <br /> respondents where they interface with each other, with the <br /> equipment, and with their subscribers, paying particular attention <br /> to their plans for providing continuity of service especially in <br /> times of system failure and other crises, and to report these <br /> findings to us. <br /> "C. We ask the Utilities Commission to begin monitoring long <br /> distance service to Orange County for all abnormalities, and to <br /> review the results against their requirements for adequate and <br /> reliable service, and to report the findings to us at appropriate <br /> intervals. <br /> "D. Lastly, we wish the opportunity to review and evaluate <br /> further all additional information that comes forth in response to <br /> all the foregoing questions before we request further action by <br /> the North Carolina Utilities Commission." <br /> A copy of the reply of the Orange County Commissioners is attached to this <br /> Order. <br /> The Commission is of the opinion that the Respondents should each reply in <br /> a separate response to the requests of the Orange County Board of Commissioners <br /> in its response of July 11, 1986, to the extent that the requested information <br /> is not contained in the joint response of the Companies filed May 20, 1986. <br /> The Commission is also of the opinion that the three Respondents should <br /> implement a testing program on long distance calls to and from Hillsborough and <br /> file reports thereon with the Commission. The Commission desires that such <br /> testing should begin on September 1, 1986, and continue for a period of six <br /> months. A proposed testing program is set forth in ordering paragraph 2, <br /> below. The Respondents shall be afforded an opportunity to file comments on <br /> the, proposed tests. If no comments are filed, the tests should begin on <br /> September 1, 1986, and continue for six months. If comments are filed, the <br /> Commission will consider them and issue a further order. <br />
