The Commission's Order <br /> requested the Complainant to review the joint response and advise the <br /> Commission whether the response was acceptable to it and if not whether the <br /> Orange County Board of Commissioners desired a public hearing on its complaint. <br /> On June 23, 1986, the Commission issued an Order granting the Orange <br /> County Board of Commissioners an extension of time to and including July 14, <br /> 1986, in which to file its reply in this docket. <br /> On July 11, 1986, the Orange County Board of Commissioners filed its <br /> response to the joint response of the three Respondents. The Complainant <br /> expressed dissatisfaction with the joint response "because it appears to answer <br /> only partially item one of our request, to ignore very important aspects of our <br /> second item, and to completely ignore item three." The Complainant made the <br /> following requests: <br /> "A. We ask that the Utilities Commission request a complete <br /> response by each of the respondents, separately, to all three of <br /> our initial requests. <br /> "1) To assist in securing immediate relief [from long <br /> distance interruption]. <br /> • <br />
