Box 29510 <br /> Raleigh, NC 27626-0510 <br /> Dear Ms. Webster: <br /> Reference Docket No. P.-89, SUB 23 <br /> At the Orange County Board of Commissioners' meeting on October <br /> 21, 1986, I was authorized, by unanimous vote, to transmit this, our <br /> reply to the Respondents' separate responses of August 29, 1986 for <br /> AT&T Communications of the Southern States, Inc. and General <br /> Telephone of the South, and of September 11, 1986 for Central <br /> Telephone Company. <br /> Without relinquishing any rights to call for other forms of <br /> action under the procedures and rules of the North Carolina <br /> Utilities Commission, in our reply we are asking the Commission <br /> 1) To require of the involved companies a higher availability and <br /> dependability of service which depends upon interconnections to and <br /> through other carriers and includes the ability to survive common <br /> failures; 2) To keep this docket open pending the completion and <br /> analysis of the monitoring that the Commission ordered; and 3) To <br /> order modifications to the monitoring procedures used by the three <br /> companies to give diagnostic meaning to "busy" as well as "failed" <br /> test calls. <br /> Sincerely, <br /> Don Willhoit <br /> Chairman <br />
