Mr. Don Cox - Soil and Water Conservation Capacity <br /> Use - Upper Neuse River Basin <br /> Mr. Cox presented the report included on pages <br /> of these minutes. He also presented slides support- <br /> ing his document. <br /> Yuhasz inquired if there had been any significant <br /> differences in the management practices of the <br /> reservoirs over the last four or five years that <br /> would contribute to the decrease in the in--stream <br /> flow that is being measured by Durham. Cox respond- <br /> ed that it had been primarily the increase in the <br /> out of basin transfers. <br /> Jacobs inquired what would be accomplished by a <br /> capacity use study. Cox responded what would be <br /> accomplished would be the results of a very complex <br /> study by the State of North Carolina, Division of <br /> Water Resources (John Wray, John Morris), that would <br /> provide a scientific data base for the whole Upper <br /> Eno Basin, would establish the recommended stream <br /> flow levels and would provide some guidance for <br /> options for the communities to deal with.
