Once the town ordinances and regulations are <br /> additionally adopted the process will become even more <br /> complex unless steps are taken to simplify administration. <br /> What is proposed is an agreement which would establish a <br /> new distribution of responsibility between the County and two <br /> towns. The County would: <br /> 1. Be the sole party required to approve the land use <br /> plan for the JPA and any amendments to the plan <br /> once adopted. <br /> 2 . Approve the zoning, zoning map and zoning atlas for <br /> the areas and cause these to become part of the <br /> Orange County Zoning Ordinance. <br /> 3 . Review and render recommendations on all develop- <br /> ment applications within the transition area <br /> portions of the JPA while providing sole approval <br /> on any applications for development outside the <br /> transition areas yet bounded by the rural buffer <br /> portion of the JPA. <br /> 4. Provide follow up inspections for projects within <br /> the rural buffer portions to ensure compliance with <br /> the terms of plan approvals. <br /> Each Town, on the other hand, would perform responsibi- <br /> lities as follows: <br /> 1. Develop the zoning map for County approval using <br /> the text of their land development ordinances <br /> conditioned on the requirement that they correspond <br /> to the density and plan classifications prescribed <br /> in the adopted land use plan. <br /> 2 . Review and approve development applications within <br /> the transition areas of the JPA and review and <br /> render recommendations on applications within the <br /> rural buffer that extends from each transition <br /> area. <br /> 3 . Provide follow-up inspections on approved projects <br /> within the transition areas. <br /> These changes, if adopted, should cut out unnecessary <br /> processing steps, maintain County control over the land use <br /> plan, ensure zoning conformance to the plan, and provide <br />
