ORANGE COUNTY <br /> INTEROFFICE MEMORANDUM <br /> TO: Board Members <br /> FROM: County Manager <br /> SUBJECT: Proposed, Revised Joint Planning Agreement and <br /> Timetable for Consideration <br /> DATE: October 8, 1986 <br /> This memorandum is in response to your request for <br /> recommended ways to streamline administration of the joint <br /> review process while maintaining County oversight of the <br /> permitted land uses within the transition areas identified <br /> for Carrboro and Chapel Hill. <br /> Based on a review of the approval process as it has been <br /> administered, Carrboro's suggestions for improvement, and <br /> consultation with the three planning directors and two town <br /> managers I am hereby proposing that you consider adopting the <br /> attached, revised agreement for the administration of <br /> planning and approval of development applications within the <br /> joint planning area. Before outlining its features let me <br /> briefly review County purposes which have been carried <br /> forward in this new agreement. You will note that only the <br /> means for accomplishment has been changed. <br /> County objectives are threefold: <br /> 1. Provide for orderly county development which for <br /> the transition areas adjacent to Chapel Hill and <br /> Carrboro necessitates the use of urban density and <br /> standards in approving development applications. <br /> 2 . County determination of how the areas will be <br /> developed as a means of protecting the citizens <br /> within these transition areas who are and shall <br /> remain under county jurisdiction. <br /> 3 . Facilitate the review of development applications <br /> in a manner that is as expeditious as reasonably <br /> possible. <br /> While the existing agreement accomplishes the first two <br /> objectives it fails to accomplish the third. We have had a <br /> cumbersome process in terms of duplicated hearings and other <br /> review steps as governed by the County ordinance and <br />
