0.11. <br /> TRAVEL IN THE TRIANGLE: IMPLEMENTATION <br /> Executive Summary <br /> The leaders of the Triangle area have an opportunity to- step <br /> forward to address region-wide transportation issues before these <br /> issues become serious transportation problems. Report No. I. <br /> analyzes the travel , population and employment trends and <br /> indicates that before the year 2010 nearly all major highway <br /> corridors will be at or above capacity even with the construction <br /> of planned highway improvements. Report No. 2 examines the <br /> alternatives and concludes that several public transportation <br /> options, such as ridesharing, express bus, commuter lanes, and <br /> light rail , can reduce projected levels of congestion in the <br /> Triangle area. This report reviews the organizational options <br /> and proposes the establishment of a regional public. <br /> transportation authority . (RPTA) to plan, finance and operate. <br /> public transportation services in the Triangle area. <br /> The RPTA should be responsible for coordinating all public <br /> transportation services and for providing services outside and <br /> between existing urban service districts. The RPTA should nave <br /> staff that is able to analyze travel demand and the level of <br /> needed public transportation, work with state and local h";ghway <br /> planners and local transit operators to identify cost-effective <br /> solutions, and operate transit services to meet regional <br /> transportation needs. • <br /> The RPTA should be empowered to collect fees, impose special <br /> assessments, issue revenue bonds, receive grants and other funds <br /> and own real property. Although not a unit of general <br /> government, the authority should enjoy a permanent existence, <br /> substantial independence, and unified management.
