0 5 PROPOSED ORDINANCE AMENDMENT <br /> ORDINANCE: Zoning Ordinance <br /> REFERENCE: Article 6.21.1 Existing or New Mobile Home Parks <br /> ORIGIN OF AMENDMENT:_X_Staff_X_Planning Board BOCC Public <br /> Other: Mobile Home Park Owners/Operators <br /> STAFF PRIORITY RECOMMENDATION:_x_High, Middle Low <br /> COMMENT: <br /> EXPECTED PUBLIC HEARING DATE: September 16. 1986 <br /> ******************************** <br /> PURPOSE OF AMENDMENT: To consider deleting Article 6.21.1 a) 2) <br /> of the Zoning Ordinance which requires <br /> that each mobile home space in an existing <br /> mobile home park to be improved in <br /> accordance with subsection 7 .20.4 a) . <br /> That section contains new design standards <br /> regarding space size (10,000 square feet) , <br /> setbacks, patios/decks. etc_ <br /> IMPACTS/ISSUES: The Planning Board Ordinance Review Committee <br /> conducted a public meeting on July 31. 1986 for <br /> the purpose of receiving public comment on <br /> mobile home park standards adopted 3-18-86 . The <br /> standards were placed under moratorium on <br /> 4-7-86. pending review by the Planning Board. <br /> Two issues emerged at the Committee meeting: <br /> (1) the "retro-active" nature of the ordinance; <br /> and (2) the standards. Spokesmen for the group <br /> present asked that the provisions -- Article <br /> 6.21.1 a) 2) - be rescinded. <br /> The Ordinance Review Committee subsequently <br /> recommended and the full Planning Board adopted <br /> a resolution calling for a special public <br /> hearing on September 16 to consider the <br /> amendment. The Board of Commissioners set the <br /> public hearing date for September 16 at its <br /> August 19 meeting. <br /> The proposed ordinance amendment, if approved, <br /> would provide a "grandfather situation" for <br /> existing nonconforming mobile home parks during <br /> a period in which mobile home park <br /> owner/operators would work with the Planning <br /> Department/Board in developing standards for <br /> new/existing parks. The standards would then be <br /> brought back to public hearing at a later date. <br /> EXISTING ORDINANCE PROVISIONS: Attached <br /> PROPOSED AMENDMENTS: Deletion of Article. 6.21.1 a) 2) <br />
