002 <br /> PROCLAMATION <br /> NATIONAL EMPLOY THE HANDICAPPED WEEK <br /> WHEREAS, physically and mentally disabled people have been <br /> tireless in seeking out employment opportunities <br /> and in overcoming vocational, economic, educational <br /> and additional barriers; and <br /> WHEREAS, disabled people have demonstrated to their <br /> employers and their community high standards of <br /> performance and dedication to their professions; <br /> and <br /> WHEREAS, disabled people aspire to equality in the work <br /> force, self-direction and self-determination in <br /> their lifestyle; and <br /> WHEREAS, employers, both public and private, can and do <br /> readily testify to the credentials and value of <br /> disabled employees; and <br /> WHEREAS, everyone has the right to employment at the highest <br /> levels of which they are capable and this right is <br /> not to be abridged by reason of physical or mental <br /> disability; and <br /> WHEREAS, despite past and present efforts of employers to <br /> hire people with disabilities, the unemployment <br /> level of disabled people continues to be <br /> unnecessarily high; <br /> NOW, THEREFORE, the Orange County Board of Commissioners do <br /> hereby proclaim the week of October 5-11, 1986 as <br /> NATIONAL EMPLOY THE HANDICAPPED WEEK <br /> in Orange County and urge public and private <br /> employers to take this opportunity to determine how <br /> the employment skills and the employment needs of <br /> disabled persons can best be utilized to further <br /> the public/private good. <br /> Don Willhoit, Chair <br /> County of Orange <br /> October 6, 1986 <br /> S E A L <br />
