TO: DSS Board <br /> FROM: Chris Nutter <br /> DATE: September 22, 1986 <br /> RE: Agenda Item B Lowerincr the black teen precnancy <br /> rate in Orange County <br /> At an April meeting (a spinoff from our DSS Adolescent <br /> Parenting Program Advisory Committee) , a group (mostly black) <br /> expressed the desire to work with teens in order to help them <br /> postpone pregnancy, complete their education and to find <br /> suitable employment. The original goal was stated as: "to <br /> explore ways in which existing Orange County agencies can <br /> better serve the recreational needs of teens and the occu- <br /> pation-oriented needs of teens. " This was later expanded to <br /> include (1) the need for teens to learn parenting skills, to <br /> improve parent-teen and teen-peer relationship, and (2) to <br /> help teens fill other needs yet to be expressed and defined <br /> by the teens themselves. <br /> One strong resource and need this group felt was the presence <br /> of some appropriate young black role models working with the <br /> teens in the county. <br /> The problem: Ervin Taylor, our black male 4-H agent, has <br /> retired from over ten years of work with Agriculture Ex- <br /> tension. He worked among and with all young people in our <br /> county. As a role model, he probably helped in the broad <br /> area of black teen pregnancy prevention.
