- :Page 2. <br /> 14t <br /> Now, because of the success of the Chapel Hill-Carrboro Forum, and after <br /> conversations with several of you, Village Cable wishes to offer an incentive, <br /> or challenge, grant to those agencies who would like to take advantage of it <br /> to begin immediate cablecasting of its public sessions. The terms of our offer <br /> are as follows: <br /> 1) The amount of the grant will be $25,000. <br /> 2) It will be presented to whatever combination of one or more government <br /> agencies among you who wish to participate in the purchase of a production <br /> package by at least matching that amount in the aggregate. For example: <br /> if only one government body wishes to accept our offer, it would match <br /> our grant with its own allocation of at least $25,000, or whatever <br /> amount above $25,000 that it may wish to use to purchase the package <br /> or production equipment of .its choice. If two agencies accept this <br /> offer and wish to participate, they would join with an allocation <br /> of at least $12,500 each. Three agencies, at least $8,333; four <br /> agencies, $6,250. <br /> 3) Village Cable will also coordinate the purchase of the equipment, <br /> and train those staff people at each agency whom you designate in <br /> the operation of the equipment. Because the quality of the production <br /> can be a positive reflection upon all of us, Village Cable will provide <br /> as much "hands on" training as is necessary to ensure that the quality <br /> of the coverage will be equal to that done by our own production staff. <br /> It is not difficult to learn to use the equipment, and each-staff <br /> will have some members who have a predilection to find the project <br /> enjoyable and will have the facility for rapidly developing the skills. <br /> 4) If Carrboro desires to become involved, Village Cable will immediately <br /> make all of its government agency programming available to the Carrboro <br /> system by allowing Carrboro to tap onto the Village Cable system .at <br /> any point where it is now active, including any of our trunk which <br /> now traverses Carrboro. And Village Cable will agree to take the <br /> government agency feed of the Carrboro public meetings at any point <br /> where it is made available to Village Cable at the point where Village's <br /> trunk line upstream capability is now activated. <br /> It is our belief that the joint production package with two or three <br /> cameras will make possible a far superior production and one more <br /> "watchable" than is currently being produced out of town hall or has <br /> been proposed under the new franchise agreement in Carrboro. <br /> 5) Village Cable will make this cash contribution to significantly <br /> underwrite the beginning of the project; all of the ownership of the <br /> production equipment will be in the hands of the government agencies <br /> who accept the offer to participate and who organize an entity of <br /> their choice for joint ownership. The member agencies then determine <br /> what shall be cablecast and at what times. <br /> 6) The terms for those agencies who may wish to join the Government <br /> Agency Information Network at a later time would be determined by <br />
