INTEROFFICE MEMORANDUM: 8607-801 1 4 C <br /> Cabelcasting Commissioners' Meetings <br /> July 2, 1986 <br /> Page 2 <br /> Advantages of Voice-Activated Switching System <br /> Cameras are pre-set, stationary and could be <br /> mounted on walls. <br /> - Cameras are unobstrusive with audience and commis- <br /> sioners being somewhat unaware of telecasting. <br /> - Reduced personnel cost compared to conventional <br /> system. Two camera operators would not be <br /> required. However, a director/coordinator would be <br /> needed at least initially. <br /> - Lapel microphones are inconspicuous. <br /> Disadvantages of Voice Activated Switching System <br /> - Lapel microphones are very sensitive. All sounds <br /> would be transmitted including coughs and paper <br /> rustling. However, lapel microphones can be <br /> provided with switches for temporary turn off. <br /> - Cameras are pre -set and stationary. Cameras can <br /> not be transported to different meeting sites. <br /> - Speaker must speak from pre-arranged position. <br /> Since the cameras are pre-set, the speaker can move <br /> partially or entirely out of the field of view. <br /> However, by setting a broad field of view for each <br /> camera, this problem can be limited. <br /> The conventional two-camera system proposed by the <br /> Village Companies (see attachment) would cost approximately <br /> $50, 000 excluding lighting and sound system. <br /> Advantages of Conventional System <br /> - Cameras are not pre-set allowing unlimited field of <br /> view. <br /> - Cameras can be transported to different meeting <br /> sites. <br /> - Town of Chapel Hill will implement this system. <br /> Town of Carrboro has similar system using one <br /> camera under an arrangement with Alert Cable. All <br /> County residents would be viewing comparable <br /> systems for all local governmental meetings. <br />
