7 <br /> Marshall to appoint Esther Haithcock to this committee. <br /> VOTE: UNANIMOUS. <br /> ORANGE COUNTY COMMISSIONER REPRESENTATIVE ON THE TJCOG TELEPHONE <br /> COMMITTEE <br /> Chair Willhoit offered and accepted the responsibility of serving <br /> on the Triangle J Telephone Committee. <br /> D. MINUTES <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey to approve the minutes for September 2, 1986 as corrected. <br /> VOTE: UNANIMOUS. <br /> ADDED ITEM - RESOLUTION FROM THE PLANNING BOARD <br /> Planning Board Chair Barry Jacobs introduced and explained the <br /> resolution as approved by the Planning Board. The resolution is in <br /> response to the current situation regarding the extension or nonextension <br /> of water and sewer lines in the University Lake Watershed. The <br /> resolution is stated below: <br /> RESOLUTION OF THE ORANGE COUNTY PLANNING BOARD <br /> REGARDING WATER/SEWER EXTENSION POLICIES <br /> IN UNIVERSITY LAKE WATERSHED <br /> WHEREAS, there is disagreement among Orange County and Chapel Hill, <br /> and Carrboro regarding policies for the extension of water <br /> and sewer services into University Lake Watershed; and <br /> WHEREAS, OWASA is considering a study of Cane Creek and University <br /> Lake watersheds in view of development to date and changes in <br /> Federal water policy; and <br /> WHEREAS, OWASA is to consider a recommended interim policy which <br /> states that each jurisdiction should follow its own policies <br /> related to water and sewer extensions until the water study <br /> is completed; and <br /> WHEREAS, the water study proposed by OWASA may take as much as a year <br /> to complete; and <br /> WHEREAS, divergent policies may result in water and/or sewer <br /> extensions into University Lake Watershed during the interim <br /> period; <br /> NOW, THEREFORE, BE IT RESOLVED that the Orange County Planning Board does <br /> hereby request the Board of County Commissioners to address <br /> the Board of Aldermen of the Town of Carrboro and ask them to <br /> hold in abeyance any plans and/or proposed ordinance <br /> amendments which would allow extensions of water/sewer <br /> service into University Lake Watershed and to adhere to the <br /> Orange County policy of restricting such extensions except in <br /> emergency situations until OWASA completes the water study <br /> and a decision is made regarding the most appropriate policy <br /> to follow. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Carey to adopt the resolution and that copies be sent to the Orange <br /> County appointees on the OWASA Board asking them to take into <br /> consideration the content and support the resolution. <br /> VOTE: UNANIMOUS. <br /> CONTINUATION OF THE JOINT PUBLIC HEARING <br /> Motion was made by Commissioner Carey, seconded by Chair Willhoit to <br /> continue the Joint Public Hearing to October 6 and place the public <br />
