U1 <br /> Alternatively basing conservation on Lake Orange levels allows <br /> the prime storage to be the determining factor. It is right <br /> now the only means of withstanding a lengthy drought. It is <br /> therefore recommended that the ordinance provisions relating <br /> to it remain in effect. <br /> A second recommendation is that the Board revise Table II in <br /> respect to: <br /> 1. Triggering stage II at 80% rather than 90%. This would <br /> avoid going in and out of alerts too frequently. <br /> 2 . Permitting instream flow of 1.1 million gallons from 100% <br /> down to 80%; 650, 000 gallons from 80% to 60%, 390,000 <br /> gallons from 60% to 40%, and 0 gallons from 40% to 0 lake <br /> volume. This is per the recommendation of the Division of <br /> Water Resources. <br /> Thirdly, it is recommended that a different staging table be <br /> put into effect if a drought starts earlier in the season as <br /> it did this year. Normally water scarcity begins in September <br /> and runs through November. This year, however, shortfalls <br /> were evident as early as last Fall 's (1985) dry weather <br /> through the Spring. This prompted having to start releases in <br /> late May versus September. Whenever this reoccurs there <br /> should be provision in the ordinance to signal a different <br /> procedure. Possible wording will be distributed as soon as it <br /> is ready. <br /> IMPACT: Improve administration of the ordinance. <br /> RECOMMENDATION(S) : <br /> 1. Retain Lake Orange elevation levels to activate the stages <br /> under the ordinance. <br /> 2 . Alter Stage II to begin at 80% of usable storage rather <br /> than 90% . <br /> 3 . Permit instream flow of 1.1 million gallons from 100% down <br /> to 80%; 650, 000 gallons from 80% to 60%, 390, 000 gallons <br /> from 60% to 40%, and 0 gallons from 40% to 0 lake volume. <br /> This is per the recommendation of the Division of Water <br /> Resources. <br /> 4. Direct staff to explore wording to account for seasonal <br /> variation in any drought management strategy and <br /> procedure. <br />
