ORANGE COUNTY PLANNING DEPARTMENT <br /> HILLSBOROUGH <br /> • NORTH CAROLINA <br /> 27279 <br /> MEMORANDUM <br /> TO: COUNTY MANAGER <br /> FROM: PLANNING DIRECT <br /> DATE: SEPTEMBER 12, 1986 <br /> SUBJECT: MOBILE HOME PARK REPORT <br /> On August 19, 1986, the Board of Commissioners considered a Planning <br /> Board resolution which addressed mobile home parks. Part 2 of the <br /> resolution requested that the Commissioners "investigate health and safety <br /> issues that relate to the layout and operation of existing mobile home <br /> parks in Orange County" . The Board of Commissioners directed that <br /> appropriate agencies be contacted regarding the issues and report the <br /> findings. <br /> Rather than limit the investigation to health and safety issues, <br /> information has also been gathered concerning (1) design standards for <br /> mobile home parks used by other jurisdictions and (2) general trends in the <br /> use of mobile homes as a housing resource in the County. This information <br /> is summarized below. <br /> General Housing Trends - Mobil Homes <br /> In 1974, the Research Triangle Regional Planning Commission conducted <br /> study of mobile homes as a regional housing resource. The study indicated <br /> that approximately 1500 mobile homes were situated in Orange County in 142 <br /> parks. <br /> By 1984, the number of mobile home parks had increased to 116, while <br /> the number of mobile homes in such settings had grown to 2,334 units. The <br /> bulk of these units were located in Eno and Chapel Hill Townships. <br /> Four years earlier, the 1980 Census had shown that 11 percent (3,238) <br /> of the total County housing stock, (28,637) was comprised of mobile homes. <br /> Surprisingly, 94 percent of these units were located in unincorporated <br /> portions of the County. Approximately two-thirds of all mobile home units <br /> were owner-occupied. <br /> Since the beginning of 1980, the number of building permits issued <br /> for mobile homes has averaged almost 450 units annually. About 47 percent <br /> o these units have been located in new and existing mobile home parks. The <br /> remaining 53 percent of mobile homes have been located on individual lots. <br />
