After detailed discus- <br /> sions, a construction option was selected which would serve <br /> 150 customers including Efland-Cheeks School (Base Bid/Alter- <br /> nate A and C) . Subsequently, the Board, on September 30, 1985 <br /> adopted a resolution authorizing the financing of this option. <br /> To construct the sewer system Hazen and Sawyer identified <br /> sixty-three parcels over which the sewer line must be <br /> installed. Twenty feet wide permanent easements and forty <br /> feet wide construction easements are required for installation <br /> and operation of the sewer system. All sixty- three property <br /> owners have been contacted, however, five properties are <br /> estate properties with heirs located throughout the country <br /> while the remaining property owners (twnety five) have <br /> declined to sign sewer easements. <br /> Pursuant to North Carolina General Statutes Section 40A-3 (b) , <br /> Orange County is a "Local Public Condemnor" and may acquire by <br /> purchase, gift or condemnation any property, either inside or <br /> outside its boundaries for the purpose of establishing, <br /> extending, enlarging or improving any of the public enter- <br /> prises listed in North Carolina General Statutes Section 153A- <br />
