02E <br /> MEMORANDUM <br /> TO: ORANGE COUNTY PLANNING BOARD <br /> FROM: SUSAN SMITH <br /> DATE: MAY 20. 1986. <br /> SUBJECT: HEARTWOOD PLANNED DEVELOPMENT REZONING DEVELOPMENT <br /> IMPACTS <br /> DERV ICE S - <br /> A dual well community system is proposed as the water supply <br /> for the development . Mr . Hallisey of the NT.,C. Department of <br /> Human Resources Division of Health Services has indicated <br /> that a community system is appropriate for the development . <br /> His written comment identifies sites for the location of the <br /> wells (SEE ATTACHED LETTER) . - <br /> Individual on-site wastewater systems are proposed for each <br /> unit. The Orange County Health Department has approved 27 of <br /> 35 requested septic system sites. The Health Department <br /> advises that careful attention must be made to assure <br /> adequate ownership, maintenance and repair responsibilities <br /> (SEE ATTACHED LETTER) . <br /> TRAEEIC/BOADB. <br /> • <br /> The site is served by an existing unpaved state maintained <br /> road Mill House Road (SR 1725) . The property is - located <br /> approximately 4000 feet from NC' 86 at Blackwood Station. <br /> A 1984 NCDOT traffic count indicated there were 150 trips per <br /> day on Mill House Road (SR 1725) . A 35 unit single-family <br /> residential development represents a traffic generation rate - <br /> of 2 .5 times the current traffic load or approximately 336 <br /> additional trips per day on Mill House Road. (SEE TRAFFIC <br /> IMPACT STUDY FOR FURTHER INFORMATION) <br /> POLIOEfRE_A.NJZBEZCUE_EEHY10Ea <br /> The New Hope Volunteer Fire Departments Sheriff ' s Department <br /> and Orange County Rescue Squad have all commented on police, <br /> fire and rescue service for this development and have <br /> indicated their willingness and ability to -serve the property <br /> without problems (SEE ATTACHED LETTERS) . - - <br />
