4 <br /> X076 <br /> RESOLUTION B <br /> MANAGER'S RESOLUTION <br /> RESOLUTION RECOMMENDING ADOPTION OF A LAND USE PLAN FOR THE <br /> JOINT PLANNING AREA (86-7-14/R-2b) <br /> WHEREAS, the Council of the Town of Chapel Hill and the Orange <br /> County Board of Commissioners have adopted a Joint Planning <br /> Agreement to establish a method of coordinated and comprehensive <br /> planning; and <br /> WHEREAS, the Joint Planning Agreement provides for the develop- <br /> ment of a land use plan in the Joint Planning Area; and <br /> WHEREAS, the staffs and governing bodies of both the Town of <br /> Chapel-- Hill and -Orange County' have sought public input at many <br /> points during the process of developing the plan. <br /> BE IT RESOLVED by the . Council of the Town of Chapel Hill that it <br /> hereby adopts a Land Use Plan for the Chapel Hill/Orange County <br /> Joint Planning Area, such being comprised of a set of maps and <br /> narratives contained in the document "Draft Orange County-Chapel <br /> Hill-Carrboro Joint Planning Land Use Plan, " dated April, 1986. <br /> BE IT FURTHER RESOLVED that this adoption refers only to those <br /> portions of the draft Land Use Plan lying east of the line shown <br /> on Joint Planning Area maps , such line indicating the distinc- <br /> tion between Chapel Hill 's area of interest and Carrboro's are <br /> of interest, such line being part of the Joint Planning Agree- <br /> ment signed by Chapel Hill and Orange County. <br /> BE IT FURTHER RESOLVED that the following specific changes be <br /> made conditions of the Town Council 's approval of this plan. <br /> Revisions to Map and Narrative: <br /> 1. In the Star Point area, along 15-501 at the Chatham <br /> County line, no expansion of the existing commercial <br /> uses should be permitted. The area that is not now <br /> developed for commercial uses should be designated. <br /> "suburban residential. " <br /> 2. Change all area north and east of I-40 to Rural Buff- <br /> er. <br /> 3. Make the following changes in the vicinity of the <br /> I--40/NC 86 Interchange, to reflect the designations on <br /> the draft Chapel Hill Land Use Plan: <br /> a. Delete all light industrial; make all areas <br /> "office, " with emphasis on mixed use. <br /> b. Call for public acquisition of area between <br /> landfill sites (public/private open space") . <br />
