• <br /> u F -2- <br /> 074 <br /> Relationship of JPA to Chapel Hill Plan <br /> At the July 1 Work Session, it was pointed out that the areas <br /> included in the draft Chapel Hill Land Use, Plan extend beyond <br /> Chapel Hill's Planning Jurisdiction, and overlap with most of <br /> the critical portions of the Joint Planning Area. Once direc- <br /> tion was given on the Chapel Hill plan, attention turned to the <br /> few areas left on the Joint Planning Area map that had not been <br /> considered in the Chapel Hill plan. These areas are basically <br /> the Blackwood Station area on NC86, and the 1-40/New Hope Church <br /> Road intersection. <br /> Discussion <br /> Overall, we recommend that whatever action the Council takes on <br /> the Chapel Hill Land Use Plan (Please see agenda item 5a ) , <br /> those designations be transferred to the Joint Planning Area <br /> plan. <br /> Southern Triangle: We recommend that the plan show mostly rural <br /> buffer in this area. We recommend that east of Old Lystra. Road, <br /> the area be designated as suburban residential. <br /> 1-40 Corridor: We recommend that all areas north and east of <br /> 1-40 be designated rural buffer. We recommend that other land <br /> around the interchange be designated as office- institutional , <br /> with an emphasis on mixed use, with no industry. <br /> West of NC86: We recommend that the area be suburban residen- <br /> tial. We recommend that the future landfill site be labeled <br /> "Potential Landfill, Pending Further Study. " We recommend that <br /> the tract of land between the existing landfill site and the <br /> • future landfill site be designated "public/private open space, " <br /> and consideration be given to its acquisition. <br /> North: We concur with the latest recommendations on the Land <br /> Use Plan (presented at the April Public Hearing) , which call for <br /> modest commercial designations in the vicinity of Blackwood <br /> Station, and rural buffer elsewhere (including rural buffer at <br /> the I-40/New Hope Church Road intersection) . <br /> Duke Forest: We concur with the designation of all Duke Forest <br /> lands as "Public/Private Open Space. " <br /> Recommendations <br /> Planning Board's Recommendation: The Planning Board recommends <br /> that the Council adopt the draft Land Use Plan, as presented at <br /> the April Public Hearing, with a set of revisions listed as <br /> conditions of approval. The recommendation of the Planning <br /> Board and its suggested conditions is attached. Vote on April <br /> 29: 6-0. <br />
