Taylor, Manager <br /> SUBJECT: Land Use Plan for the Joint Planning Area <br /> DATE: July 14, 1986 <br /> This memorandum reviews the process that has been followed to <br /> prepare a draft Land Use Plan for the Joint Planning Area. The <br /> memorandum discusses the relationship between the Joint Planning <br /> Area plan and the Chapel Hill Land Use Plan, and recommends <br /> adoption of a Joint Area Plan. If adopted, this will be for- <br /> warded to the Orange County Board of Commissioners for action <br /> along with the recommendation that the Board also adopt this <br /> plan. <br /> Background <br /> Orange County and Chapel Hill signed a Joint Planning Agreement <br /> in 1984. The agreement calls for joint preparation of a Land <br /> Use Plan in an area known as the Joint Planning Area. Adminis- <br /> trative mechanisms were established for joint review of develop- <br /> ment applications. The agreement calls for a sequence of <br /> events: <br /> 1) Preparation of a Land Use Plan for the Joint Planning <br /> Area, to be adopted by both the Chapel Hill Town Council and the <br /> Orange County Board of Commissioners. <br /> 2) Revision of Orange County's Zoning Atlas to reflect <br /> the new Land Use Plan. <br /> 3) Incorporation of Chapel Hill' s development standards <br /> into Orange County's development regulations, for application in <br /> transition areas. <br /> We are approaching completion of the first of these items. <br /> The Land Use Plan that is adopted by both the Town Council and <br /> the County Commissioners will form the conceptual basis for the <br /> zoning map revisions noted above as a second step. <br /> Three Public Hearings have been held on the draft plan being <br /> considered tonight: November, 1985 (Culbreth Junior High) , <br /> January, 1986 (Chapel Hill High School) , and April, 1986 <br /> (Carrboro Elementary) . On May 12, the Town Council reviewed a <br /> revised draft, and conducted work sessions on the draft on June <br /> 10 and July 1. <br />
