Bell stated that the Chapel Hill <br /> Planning Board had called for this area to be Rural <br /> Buffer, but that the Chapel Hill Town Manager 's recommen- <br /> dation had been for suburban residential and this was <br /> what the Town Council ultimately adopted . This was <br /> confirmed by Arthur Jackson of the Chapel Hill Planning <br /> Department. <br /> Chair Jacobs noted time as 10:29 . <br /> MOTION: Kizer moved to extend the meeting for Items 1 & 2. <br /> Seconded by Shanklin . <br /> VOTE: Unanimous. <br /> After consideration of Agenda Item #6, Development <br /> Requests, discussion on Joint Planning resumed . <br /> Kizer stated that he felt the plan had been refined as <br /> much as possible by debate and said there was no way of <br /> knowing whether or not it would work until it was tried . <br /> MOTION: Kizer moved to recommend for approval the staff recommen- <br /> dations on the Plan . Seconded by Kramer. <br /> Kizer stated that the proposed plan was not that differ- <br /> ent from the 1981 plan; in fact, it was more conserva- <br /> tive. <br /> Discussion ensued in which Pilkey, Kizer and Shanklin <br /> expressed concerns with Joint Planning, especially the <br /> administration of the Joint Planning Area . Kizer stated <br /> that if the plan wasn 't workable, it wouldn 't last a <br /> year. <br /> Hubbard said he would like to see the suburban residen- <br /> tial portion of the southern triangle designated rural <br /> residential . Collins clarified why it was designated <br /> suburban; that being the drainage pattern and relative <br /> ease of extending gravity sewer. <br /> Hubbard offered a friendly amendment that the area <br /> bordered by US 15-501 , Chatham County Line, Old Lystra <br /> Road, White Rock Church Road and Wave Road, be classified <br /> as rural residential . <br /> Jacobs asked for any further comments. <br /> Collins stated that in the recommendation to Board of <br />
