Retain existing "Rural Neighborhood" activity node at <br /> Homestead Road/Old NC 86 intersection . <br /> 4 . Replace "Urban Residential " designations in Carrboro <br /> area with "Surburban Residential " classifications and <br /> extend "Rural Buffer" south to follow northern <br /> boundary of Homestead Highlands tract and UNC prop- <br /> erty, thence along Bolin Creek and Buckhorn Branch to <br /> Old NC 86, thence down Old NC 86 to incorporate the <br /> Wiilliam E . Blackwood, Berry Roberson and J .V. <br /> Brockwell properties located on the west side of Old <br /> NC 86. He mentioned the 45% high density, 55% low <br /> density mix proposed by Carrboro in their planning <br /> efforts currently underway. <br /> Yuhasz asked why the remained of the New Hope Creek <br /> Basin was added to the JPA . Collins referenced the <br /> desire to maintain and enhance the integrity of Duke <br /> Forest which New Hope Creek flows through . He said <br /> that what happens in the upper reaches of the New Hope <br /> basin would have a direct effect on research and <br /> educational activity taking place in Duke Forest. <br /> Yuhasz stated that the Joint Planning Agreement <br /> specified a northern boundary and he didn 't think it <br /> proper to add additional area during the planning <br /> process . He said he felt that people living in the <br /> area might not be aware of the implications for their <br /> property since they had not been involved from the <br /> beginning . Collins stated that he didn 't see any <br /> problem with including the additional area. He stated <br /> that it was clearly pointed out in April that the <br /> additional area was being added and that it had been <br /> to public hearing . <br /> 5 . Change all area north and east of 1-40 to "Rural <br /> Buffer", including area adjacent to 1-40 interchange. <br />
