DRAFT t. <br /> DRAFT PBM MINUTES 8-5-86 PAGE 11 <br /> capacity densities as worked out in the natural <br /> constraint system, with a maximum density of six (6) <br /> units per acre. <br /> Collins then asked Bell to present the TAC recommenda- <br /> tions . <br /> Bell referred Planning Board members to pages 86-92 in <br /> the agenda and emphasized that the minutes were DRAFT. <br /> He stated that the TAC had taken the resolutions adopted <br /> by Chapel HiII and Carrboro and considered them on a <br /> point-by-point basis. He said he would only highlight <br /> those points on which the TAC differed from the Towns . <br /> Item #2 on the Chapel Hill resolution calls for Rural <br /> Buffer north and east of 1-40 . The TAC wanted to see <br /> suburban and urban residential retained in the area in <br /> the northeast ( nearer the Durham County line) as shown on <br /> the plan presented at the January Public Hearing. Also <br /> wanted to see Blackwood Station remain as a Rural <br /> Neighborhood Activity Node. <br /> For item #3 ( b) " . . .public acquisition of area between <br /> landfill sites; " the TAC wanted to see the results of the <br /> Study on landfills before calling for public acquisition . <br /> In reference to Carrboro's resolution , Bell noted that <br /> the TAC had agreed with Carrboro in recommending deletion <br /> of the Office Node at Rogers Road/Homestead Road . He <br /> said it was still shown on the map as a staff recommenda- <br /> tion because it was recognized as a node in the 1981 Plan <br /> and the proposed node along Homestead Road which would <br /> have taken its place had been deleted . <br /> Item 13 generated quite a bit of discussion . Item #3 <br /> states "That the constraint system proposed for determin- <br /> ing permissible intensity of development be modified by <br /> limiting the constraint for vegetated areas to only areas <br /> whose vegetation is (a) mature and wooded, or (b) <br /> indicative of a wetland area . Also, that relief from the <br /> constraint system be allowed for land within 500 feet of <br /> the Northern Loop to allow additional densities to <br /> Justify mass transit and that a wooded buffer be retained <br /> along all arterials ." <br /> The TAC position was: "That we disagree with all of <br /> point 3 because ( 1 ) mature and wooded is insufficiently <br /> defined and (2) we do not believe the area within 500 <br /> feet of the Northern Loop should be exempt from the <br /> constraint system." <br /> With regard to point 4, sewer lines in the University <br /> Lake Watershed, all TAC members agreed that higher <br /> densities in the watershed was a problem, but could not <br />
