Equally <br /> important, we respect the voice of an informed citizenry; <br /> therefore we endorse planning that is conservative in its <br /> approach to land use and in close harmony with the <br /> expressed desires of Joint planning area residents for <br /> environmentally sound, neighborhood compatible controlled <br /> extension of growth . <br /> Kizer stated that he felt a rural buffer is not a good <br /> idea because if you subscribe to the idea of infill <br /> development what you are actually doing is promoting <br /> leap-frog development out beyond where development is one <br /> unit per two acres . He felt he could not support such a <br /> blanket statement until he knew for sure what kind of <br /> spirit of cooperation was had and until he was sure of <br /> the ingredients of the plan that was being discussed . He <br /> asked that specific recommendations be made. He ques- <br /> tioned the efficiency of the process. <br /> Yuhasz stated that cooperation among the Jurisdictions is <br /> a good idea but that he felt this kind of cooperation was <br /> too bulky a process and thus he could not accept joint <br /> planning . <br /> Pilkey expressed the concern that development pressures <br /> would become too great for one Jurisdiction alone to <br /> control . <br /> Kizer noted that he was certainly in favor of cooperation <br /> but he felt there were still many reservations about the <br /> process and most people are waiting to see Just what <br /> happens before they endorse it. He felt the process is <br /> overly cumbersome and inefficient and really serves no <br /> more purpose if the County retains control . <br /> Kramer inquired of Collins what is the mandate for Joint <br /> Planning. Collins responded that the mandate comes from <br /> the Joint Planning Agreement itself as signed by Orange <br /> County and the Town of Chapel Hill . He noted there is no <br /> formal agreement with Carrboro. <br /> Kizer noted that he is in agreement with the concept but <br /> that Joint Planning should be workable and efficient and <br /> not obstruct the planning . <br />
