DRAFT <br /> VOTE: 9 in favor . <br /> 1 opposed (Shanklin) . <br /> AGENDA ITEM #5 : JOINT PLANNING AREA LAND USE PLAN <br /> The purpose of this agenda item is to formulate a <br /> recommendation to the BOCC on the revised draft of the <br /> Joint Planning Area Land Use Plan . <br /> County policy requires a recommendation from the Planning <br /> Board on Land Use Plan amendments prior to final action <br /> by the Board of Commissioners. <br /> A recommendation for approval and subsequent positive <br /> action by the Board of Commissioners would set in motion <br /> the second phase of the Joint Planning Agreement - the <br /> preparation of a zoning map and development standards for <br /> the Transition areas . <br /> Chair Jacobs noted that the Planning Board had never <br /> officially committed itself one way or the other regard- <br /> ing Joint planning and proposed the following five-part <br /> resolution: <br /> ( 1 ) The Orange County Planning Board endorses the principles <br /> of cooperation embodied in Joint planning as the most <br /> sensible response to pressing mutual planning concerns . <br /> (2) The Orange County Planning Board endorses the concept of <br /> rural buffers as a mechanism for rural neighborhood <br /> protection, for environmental protection and as an urban <br /> planning tool . The Board supports expressed concerns of <br /> the Carrboro Board and overall densities in the buffer <br /> and endorses minimum acreages per unit of no less than <br /> one per two acres as a starting point for future discus- <br /> sion . We endorse clustering of units though perhaps not <br /> exclusively . <br /> (3) At the January 14, 1986 Joint Planning Area Public <br /> Hearing, Carrboro Mayor, James Porto, advised the Towns <br /> and Townships to protect the watershed for everybody. We <br /> find it inappropriate, therefore, that Carrboro pursue <br />
