Scott-prepared statement attached to these minutes. <br /> Ellen Kepley-prepared statement attached to these minutes. <br /> Jeff Charles, president of the Property Owners Association <br /> of Stoneridge and Sedgefield, Inc. , gave a prepared <br /> statement and signed petition included in these minutes. <br /> John Hartley-Calvander resident presented the following <br /> statement: <br /> Mr. Hartley began his presentation noting that he would <br /> like to endorse the idea of joint planning and expressed <br /> thanks to the County Planning Staff for their excellent <br /> job. He asked that Mr. Collins and the Board of County <br /> Commissioners do not abandon the citizens of Calvander for <br /> the desires of the Town of Carrboro. He continued that <br /> there were several aspects of the plan which disturb him <br /> deeply and he proceeded to go over some of those. He <br /> noted that he felt planning starts with the desires of the <br /> people it is going to affect immediately. The community <br /> needs time to respond, to collect a consensus of what they <br /> feel that they need. He felt that the community of <br /> Calvander has not had time to respond to the Land Use Plan <br /> and asked for another public hearing. He continued that <br /> he realized Carrboro wishes to grow and widen its tax base <br /> and not to be swallowed up by Chapel Hill but it needs to <br /> go to the north. He felt Carrboro has other options that <br /> it could increase its tax base through 1) infill(they <br /> could increase the zonings within the Town to enhance the <br /> tax base) . He noted they do have an industrial area off <br /> Old Fayetteville Road already designated which has not <br /> been used and this would be the place to start an <br /> industrial park. This is within the Town limits. They <br /> also could go up instead of out. He felt the plan <br /> indicates a sprawl strategy instead of concentrating into <br /> an urban center. The ability of a Town to rezone and go <br /> up in multi-story _ institutional in the town's center help <br /> to strengthen a town's center, help to create more <br /> commercial use within the town and keep the towns from <br /> dying. What is often seen is peripheral commercial nodes <br /> outside of town which pull all the commercial activity and <br /> retail space out and the center of towns die. He noted he <br /> did not feel this was the way to go at this time. He had <br /> several questions about the plan itself. He asked about <br /> the extension of Homestead Road and noted that he felt <br /> this was not -sensible as it would eventually be a four- <br /> lane road with a commercial strip right through the center <br />
