It also calls for joint approval of <br /> development projects which occur in a designated portion <br /> of the Chapel Hill Joint Planning Area. Collins , noted <br /> that the Town of Carrboro is also participating in Joint <br /> Planning and will take a more active role once the plan is <br /> adopted. He continued that Carrboro is currently <br /> considering a proposal which is similar to that which the <br /> County has with Chapel Hill for joint approval of projects <br /> within designated areas. <br /> Collins then reviewed the plan as presented at the public <br /> hearing January 14,• 1986 highlighting the different plan. <br /> designations and the assumptions behind each one. He <br /> presented the plan noting extension of the transition area <br /> into the Bolin Creek basin to reflect the ability of OWASA <br /> to serve the area with sewer. He noted the plan proposes <br /> some changes to the activity centers that were shown on <br /> the existing plan. Such changes include the designation <br /> of an activity node at the New Hope Church Road/I-40 <br /> Interchange, an expansion of the activity node at NC86/I <br /> 40, the designation of a commercial/ industrial center at- <br /> Calvander, an expansion of Blackwood Station, a reduction <br /> of a node centered on Homestead Road/NC86 and a deletion <br /> of a neighborhood type node at the intersection of Rogers <br /> Road and Homestead Road. <br /> Collins then presented the Strategy Map noting that <br /> included on it is the adopted Chapel Hill./Carrboro <br /> Thoroughfare Plan. The map shows a proposed greenway <br /> system and a system of neighborhood and community parks <br /> throughout the area. Collins continued explaining the <br /> activity node centered on New Hope Church Road/I--40 <br /> Interchange. The initial concept at the time the plan was <br /> presented at public hearing was that light industrial. <br /> would be more oriented toward research and development <br /> activity (high-tech industry) and not wide open. <br /> manufacturing or distributing centers. The Blackwood <br /> Station would be moderate expansion for retail and office <br /> establishments. At the interchange of NC 86/1-40 the <br /> proposal is for a mix of high density residential and <br /> office type uses close to the interchange but not directly <br /> on it. At the intersection of Homestead and Old NC 86 <br /> some expansion would be allowed for retail uses already <br /> located there. The activity node designated at Homestead <br /> Road and Rogers Road was deleted and it was felt that this <br /> area is more suited to residential uses. Collins <br /> explained the proposed greenways system connecting the <br /> parks. He explained the high density areas and moderate <br /> density areas. Several suggestions have been made for the <br /> rural buffer area such as 1 unit to two acres or 1 unit to <br /> five acres and some even lower densities have been <br /> suggested.
