• <br /> DRAFT <br /> JPA HEARING MINUTES <br /> APRIL 17, 1986 <br /> BOCC PRESENT: ALL <br /> P/B MEMBERS <br /> PRESENT: Barry Jacobs (Chair) , Mike Lewis, Sharlene Pilkey, Carl <br /> Walters, Steve Yuhasz <br /> PLANNING <br /> STAFF PRESENT: Marvin Collins, Gene Bell, Susan Smith, Joanna Bradshaw <br /> Meeting began 7:45 p.m. <br /> Don Wilihoit, Chair Orange County Board of Commissioners <br /> recognized the participants in the Joint Planning Area <br /> Land Use Plan. <br /> Marvin Collins, Orange County Planning Director, stated he <br /> would be briefly reviewing the overall Land Use Plan for <br /> Orange County, the Existing Land Use Plan for the Joint <br /> Planning Area, and the Proposed Land Use Plan. Collins <br /> indicated he wished to spend considerable time presenting <br /> the proposed revisions to the Draft Land Use Plan which <br /> was presented at public hearing January 14, 1986. Collins <br /> noted that these revisions involved many meetings between <br /> the three staffs, Planning Boards and numerous meetings <br /> with citizen groups. He expressed thanks to the League of <br /> Women Voters for conducting a forum on Joint Planning <br /> which he felt was very beneficial to the general public. <br /> Collins then reviewed the Land Use Plan that was adopted <br /> in September 1981 -using the Existing Land Use Plan Map. <br /> He noted the three watersheds for which the County has <br /> adopted standards designed to protect the quality of the <br /> water of existing and future reservoirs. He continued <br /> explaining the designations as shown on the map. He noted <br /> that there had been several amendments to the plan; the <br /> most important and largest that has been worked on to date <br /> is the amendment for the Joint Planning Area. He noted <br /> that Joint Planning was actually begun seven or eight <br /> years ago and has reached its culmination the last 12 to <br /> 18 months through the Joint Agreement between the County <br />
