Planning Agreement - the preparation of a zoning <br /> 4. <br /> 037 map and development standards for the Transition <br /> Areas . <br /> RECOMMENDATION: The Planning Board recommends adoption of the <br /> Joint Planning Area Land Use Plan with the <br /> following revisions ( Vote: 9 in favor; 1 <br /> opposed) : <br /> 1 . Retain Office/ Institutional node at Rogers <br /> Road/Homestead Road intersection . <br /> 2. Eliminate the industrial/commercial node <br /> between existing Homestead Road and the <br /> proposed Homestead Road extension. <br /> 3 . Retain existing "Rural Neighborhood" activity <br /> node at Homestead Road/Old NC 86 <br /> intersection . <br /> 4. Replace "Urban Residential " designations in <br /> Carrboro area with "Suburban Residential " <br /> classifications and extend "Rural Buffer" <br /> south to follow northern boundary of <br /> Homestead Highlands tract and UNC property, <br /> thence along Bolin Creek and Buckhorn Branch <br /> to Old NC 86, thence down NC 86 to <br /> incorporate the William E . Blackwood, Berry <br /> Roberson and J .V. Brockwell properties <br /> located on the west side of Old NC 86 . <br /> 5 . Change all area north and east of 1 -40 <br /> to "Rural Buffer", including area adjacent to <br /> 1-40 interchange. <br /> 6 . Make the following changes in the vicinity <br /> of the 1 -40/NC 86 interchange: <br /> a. Change all "Light Industrial" <br /> designations to "Office and <br /> Institutional" except for existing zoned <br /> area ( I -1 ) on Eubanks Road adjacent to <br /> railroad . <br /> B. Change designation of area between <br /> landfill sites to "Public/Private Open <br /> Space" to reflect Town of Chapel Hill <br /> acquisition and future development of <br /> site, including landfill tracts, for <br /> recreation purposes. <br /> C. Reduce "Office and Institutional " <br /> designation on triangular area south of <br /> Eubanks Road and adjacent to railroad to <br /> encourage "upgrading" of existing <br /> commercial use zoned Existing Commercial <br /> EC-5 . <br /> 7. Change designation of area on Homestead Road <br />
