The <br /> board would be established initially for two years, would <br /> meet semi--annually and have the opportunity to work on <br /> the development of ordinances that affect mobile home <br /> parks . Should the approach not be successful , the <br /> Planning Board would consider other methods of addressing <br /> such problems. <br /> (4) When considering elimination of the section which <br /> applies to existing mobile home parks, place a moratorium <br /> on the establishment of new mobile home parks, subject to <br /> a recommendation of the Task Force on Low and. Moderate <br /> Income Housing (appointed on August 4, 1986) . <br /> MOTION: Kramer moved adoption of the resolution. Seconded by <br /> Best. <br /> Shanklin expressed concern with items 2 and 4 of the <br /> resolution . Jacobs responded that safety questions had <br /> arisen previously. Shanklin continued that he did not <br /> see this investigation as a problem. He continued asking <br /> what sort of moratorium was being considered. Jacobs <br /> responded that the people were more concerned with <br /> existing mobile home parks . They were quite willing to <br /> have the more stringent standards on the new parks. He <br /> indicated he felt the Task Force is to look at whether or <br /> not the County wishes to continue to promote mobile home <br /> parks rather than trying to impose standards which would <br /> be very difficult to deal with in existing parks. <br /> Shanklin indicated he did not like the idea of having a <br /> moratorium on anything . He felt this could be a time <br /> consuming process. <br /> Yuhasz agreed with Shanklin on the idea of a moratorium. <br /> He felt the concerns could be addressed through planned <br /> development. He indicated a moratorium might be accept- <br /> able if a time limit were set. Jacobs noted that if the <br /> Task Force should decide to proceed in a different <br /> manner, it could create problems with rushes to meet <br /> deadlines. <br /> Shanklin noted one of the big problems with moratoriums <br /> is the fear of financial institutions to lend funds for <br /> new mobile homes. Jacobs responded that the Task Force <br /> was to report to the Board of Commissioners within 90 to <br /> 180 days. Shanklin noted that there should be no need <br /> for the moratorium after November 3 . <br /> Kizer noted he also had concerns with moratoriums. He <br /> felt that developers should not be penalized because the <br /> County has not adopted a policy. He indicated that part <br /> of the problem is that in the past mobile home parks have <br /> been allowed in any residential district. <br /> Collins indicated he is not opposed to a moratorium on <br /> new parks.
