031 <br /> DRAFT <br /> DRAFT <br /> MINUTES <br /> PLANNING BOARD <br /> AUGUST 5, 1986 <br /> MEMBERS PRESENT: Barry Jacobs (Chair) , Chris Best, Tim Hubbard, Steve <br /> Kizer, Peter Kramer, Mike Lewis, Sharlene Pilkey, David <br /> Shanklin, Prince Taylor, Steve Yuhasz. <br /> MEMBERS ABSENT: Betty Margison, Carl Walters <br /> STAFF PRESENT: Marvin Collins, Gene Bell <br /> AGENDA ITEM #3: Ordinance Review Committee Report <br /> (June 31 , 1986 Meeting) <br /> Chair Jacobs reported that there was a large turnout for <br /> the meeting and most of the public comments were in <br /> regard to the retroactive nature of the ordinance as it <br /> relates to existing mobile home parks. The public wished <br /> to be heard at a public hearing with the Board of <br /> Commissioners. The schedule for the August public <br /> hearing could not be met so a schedule was set up by the <br /> Planning Director for an acceptable meeting time in <br /> September. Jacobs indicated that the Ordinance Review <br /> Committee had adopted a recommendation regarding the <br /> retroactive nature of the standards as applied to <br /> existing mobile home parks. The recommendation was <br /> included as item #1 of a four—part resolution which <br /> Jacobs introduced for the Board's consideration. <br /> ( 1 ) That a hearing be set for September 16, 1986 to <br /> reconsider the provisions of the Zoning Ordinance which <br /> make the new design standards apply retroactively to <br /> existing mobile home parks; <br /> (2) Investigate health and safety Issues that relate to <br /> the layout and operation of existing mobile home parks in <br /> Orange County; <br /> (3) Establish an advisory board of Mobile Home Park <br /> operators to create and administer standards (with the <br />
