1 <br /> 8-19-86 Commissioners set public <br /> hearing for September 16, <br /> 1986 <br /> 1)28 <br /> 9-16-86 Public hearing held <br /> 10-20-86 Planning Board <br /> recommendation <br /> 11-3-86 Commissioners decision <br /> The Ordinance Review Committee unanimously <br /> adopted the recommendation of the Planning <br /> Director. The recommendation was presented to <br /> the full Planning Board at it's August 5, 1986 <br /> long-range planning meeting . <br /> IMPACT: The proposed Zoning Ordinance amendment, if <br /> approved, would provide a "grandfather situation" <br /> for existing nonconforming mobile home parks <br /> during a period in which mobile home park <br /> owner/operators would work with the Planning <br /> Department/Board in developing standards for <br /> new/existing parks . The standards would then be <br /> brought back to public hearing at a later date. <br /> RECOMMENDATION: The Planning Board recommended calling a special <br /> public hearing for September 16, 1986 for the <br /> purpose of considering deletion of Article 6 .21 . 1 <br /> a) (2) from the Zoning Ordinance. The <br /> recommendation was part of a four-part resolution <br /> for the Commissioners consideration presented by <br /> the Planning Board Chair. The Ordinance Review <br /> Committee only acted on item #1 at it ' s July 31 , <br /> 1986 meeting. The four parts of the resolution <br /> and the vote on each by the Planning Board are as <br /> follows: <br /> 1 . That a hearing be set for September 16, 1986 <br /> to reconsider the provisions of the Zoning <br /> Ordinance which make the new design standards <br /> apply retro-actively to existing mobile home <br /> parks . <br /> 2. To investigate health and safety issues that <br /> relate to the layout and operation of <br /> existing mobile home parks in Orange County. <br /> 3. To establish an advisory board of mobile home <br /> park owner/operators to create and administer <br /> standards (with the Ordinance Review <br /> Committee) and to act as a conduit for <br /> complaints that reach the Planning Department <br /> and Planning Board regarding existing mobile <br /> home parks. To establish the advisory board <br /> for a period of two years initially, have it <br /> meet semi-annually and utilize it to work on <br /> the development of ordinances that affect <br />
