Griffith <br /> Associates for a sum not to exceed $8, 000 for preparation of Orange <br /> County's indirect cost plan. <br /> Motion was made by Commissioner Lloyd, seconded by Commissioner <br /> Marshall that the forgoing action be taken by the Board. <br /> VOTE: UNANIMOUS. <br /> G. ITEMS FOR DECISION <br /> 1. ZONING ORDINANCE - MOBILE HOME STANDARDS <br /> Planning Director Marvin Collins presented for consideration a <br /> recommendation from the Planning Board that a special hearing be held on <br /> September 16, 1986. The purpose would be to consider removing Article <br /> 6.21. 1 a) (2) of the Zoning Ordinance which requires all existing non- <br /> conforming mobile home parks to comply with park standards adopted <br /> 3/18/86 when units are replaced. <br /> Motion was made by Commissioner Lloyd, seconded by <br /> Commissioner Walker to hold a special public hearing for September 16, <br /> 1986 for the purpose of considering deletion of Article 6.21. 1 a) (2) <br /> from the Zoning Ordinance. <br /> VOTE: UNANIMOUS. <br /> 2 . JOINT PLANNING AREA LAND USE PLAN <br /> Marvin Collins gave background information on Joint Planning <br /> and reviewed the major recommendations for each of the draft Land Use <br /> Plans. He outlined the revisions as a result of the first public I <br /> hearing. These include: <br /> (1) Expansion of the rural buffer area to follow the <br /> boundaries of the New Hope Creek Drainage Basin. <br /> (2) Deletion of the proposed Industrial-Commercial Activity <br /> Center at the New Hope Church/I40 Interchange. <br /> (3) The combining of the larger Commercial-Industrial node <br /> and a smaller one proposed in the Calvander area into one <br /> larger activity center. <br /> (4) Reinstitute a smaller activity node limited to office <br /> uses in the Homestead Road/Rogers Road Intersection. <br /> (5) Revisions recommended to the Eubanks Road/I40 Interchange <br /> area in terms of location of office and high density <br /> areas in relation to that interchange. <br /> At the second public hearing, the two major areas of concern <br /> identified were the Activity Center proposed at Calvander and the <br /> designation of a future landfill site south of the Eubanks Road area <br /> near the railroad. <br /> Collins noted that Chapel Hill adopted the Joint Planning Land <br /> Use Map on July 14. They recommended adoption of the Land Use Plan that <br /> went to public hearing in April with the following changes: <br /> (1) Allow existing commercial uses at Starpoint but permit no <br /> further commercial expansion in that area. The area <br /> which is not commercial should be designated suburban <br /> residential. <br /> (2) Designate the area north and east of I-40 rural buffer. <br /> (3) With regard to the I-40/NC86 Interchange, change all <br /> light industrial designations to office use with emphasis <br /> on mixed use development (office-residential-limited <br /> retail) . <br /> (4) With regard to a small area located south of Eubanks Road <br /> and adjacent to the railroad - change the designation to <br />
