ROOF REPAIRS AT HUMAN SERVICES BUILDING <br /> Appropriation Amount: $7 ,000. <br /> These funds are provided to repair flashing around the <br /> parapet at the Human Services Building. Although the <br /> roof itself remains in good repair, the flashing <br /> material has deteriorated badly and without replacement <br /> may allow leaks to develop causing further expense. <br /> 4. HOMESTEAD COMMUNITY CENTER <br /> Appropriation Amount $21,500 in 1985-86 budget; <br /> $22,040 in 1986-87 budget <br /> bringing total to $43,540 . <br /> The Homestead Community Center was donated in December, <br /> 1984 by area citizens functioning as the Homestead <br /> Community Center, Inc. The Manager recommends using <br /> this building for dual purposes: <br /> 1. Recreation Center; and <br /> 2. To house the County Sponsored Driver' s License <br /> Bureau currently located at Town Hall in Carrboro. <br /> The request to house the Driver' s License Bureau at <br /> Homestead comes after much deliberation and searching <br /> for alternative sites. As you are aware, in the 70 's <br /> the County saw fit to request a second Driver's <br /> Examining Center in Orange County since the office in <br /> Hillsborough was not geographically located to serve the <br /> population centers of the County. Although the State <br /> would provide staffing and equipment for the second <br /> center, it was left to the County to find suitable <br /> housing for the facility. Since that time, the Center <br /> has been moved from rented space to rented space finally <br /> coming to rest in Carrboro Town Hall three years ago. <br /> The Town has advised us however, they have need of the <br /> space and therefore desire the Drivers License Bureau to <br /> be moved no later than October 31, 1986. The Town's <br /> desire was made known to us some months ago, but neither <br /> County nor Town staff was able to locate rental property <br /> that was both suitable and affordable. (The County had <br /> renovated the space at Town Hall and had been operating <br /> under a renovation-for-rent agreement so there were no <br /> funds budgeted to cover rent costs. <br /> After consulting with the Recreation Director, the idea <br /> to house the Driver's License Bureau as part of the <br /> Recreation Center was deemed a suitable alternative. <br /> Although locating the Bureau at Homestead requires more <br /> extensive renovation work , through not paying rent, the <br /> renovation expense will be recouped in approximately 18 <br />
