He continued that <br /> perhaps larger storage capacity could be an answer. <br /> Hubbard noted that one way to create excess capacity <br /> would be to make water more expensive and this would <br /> possibly cause voluntary conservation . Kizer commented <br /> that a similar problem had occurred in other areas and <br /> the voluntary conservation had caused an increase in cost <br /> to the consumer. <br /> VOTE: Unanimous . <br /> MOTION: Pilkey moved approval of recommendation (2) on formation <br /> of Environmental Affairs Board . Seconded by Hubbard . <br /> VOTE: Unanimous . <br /> MOTION: Pilkey moved approval of recommendation (3) on Reaffirm- <br /> ing commitment to watershed regulations . <br /> After discussion, Jacobs recommended that the reference <br /> to Joint Planning be removed and the recommendation would <br /> read as follows: <br /> The Planning Board reaffirms its commitment to the <br /> County 's adopted watershed regulations and goes on record <br /> urging that more stringent watershed regulations be <br /> adopted in order to protect the most valuable resource in <br /> Orange County, our water supply watersheds . <br /> Motion was seconded by Best. <br /> VOTE: 9 in favor . <br /> 1 opposed ( Shanklin) . <br />
