Water Policy <br /> The following recommendation was read by Pilkey, Chair of <br /> the Natural Resources Committee: <br /> 1 . Recognizing that the Eno River is one of Orange <br /> County' s most valuable unrenewable resources, the <br /> Planning Board supports the 7Q10 instream flow <br /> recommended by the State Environmental Management <br /> Commission and the Eno River Association. during times <br /> of normal rainfall . The Planning Board also requests <br /> that the Board of County Commissioners recommend that <br /> a 7Q10 instream flow be maintained during times of <br /> normal rainfall . <br /> 2. The Planning Board endorses the formation of the <br /> Environmental Affairs Board and requests that as one <br /> of its earliest tasks it begin an environmental <br /> assessment of the two proposed dam sites on Seven-Mile <br /> Creek and the Upper Eno River in accordance with State <br /> laws in order to assess threatened ecosystems and <br /> insure the least possible environmental damage as a <br /> resit of the proposed impoundments . <br /> 3. The Planning Board reaffirms its commitment to the <br /> County 's adopted watershed regulations be adopted in <br /> the Joint Land Use Plan in order to protect the most <br /> valuable resource in Orange County, our water supply <br /> watersheds . <br /> Judith Weyser, Carrboro Board of Aldermen , presented <br /> Board members with a copy of the Carrboro Water Quality <br /> Task Force Report . She noted the time and effort which <br /> had been put into the report and asked that the Planning <br /> Board be as thorough before taking a position on the <br /> report . <br /> Kizer inquired what effect 7Q10 will have on storage <br /> capacity . Pilkey responded none - it will come through <br /> the bottom of the dam by-way-of installation of a bypass <br />
