13 E policy for the County . <br /> RECOMMENDATION: The Planning Board recommends that the Board of <br /> Commissioners support the following resolution: <br /> 1 . Recognizing that the Eno River is one of <br /> Orange County ' s most valuable unrenewable <br /> resources , the Planning Board supports the <br /> 7Q10 instream flow recommended by the State <br /> Environmental Management Commission and the <br /> Eno River Association during times of normal <br /> rainfall . The Planning Board also requests <br /> that the Board of County Commissioners <br /> recommend that a 7Q10 instream flow be <br /> maintained during times of normal rainfall . <br /> 2. The Planning Board endorses the formation <br /> of the Environmental Affairs Board and <br /> requests that as one of its earliest tasks it <br /> begin an environmental assessment of the two <br /> proposed dam sites on Seven-Mile Creek and <br /> the Upper Eno River in accordance with State <br /> laws in order to assess threatened ecosystems <br /> and insure the least possible environmental <br /> damage as a result of the proposed <br /> impoundments . <br /> 3 . The Planning Board reaffirms its <br /> commitment to the County ' s adopted watershed <br /> regulations and goes on record urging that <br /> more stringent watershed regulations be <br /> adopted in order to protect the most valuable <br /> resource in Orange County, our water supply <br /> watersheds . <br /> WJ <br />
