C. 27278 <br /> - 4 <br /> Dear Mr. Collins: <br /> It is my understanding that when the proposed land use plan has been <br /> approved by the governing bodies of Chapel Hill, Carrboro and Orange County <br /> it will be the basis for making changes in the zoning ordinance to bring <br /> it in compliance with the approved land use plan. Apparently those areas <br /> in the respective jurisdictions that are presently zoned differently than <br /> the approved plan will be rezoned to comply with the approved plan without <br /> further 'Lublic Hearing on the individual changes. <br /> If the above stated process is correct and causes a change in the R-1 <br /> zoning of the proposed landfill site between Homestead Road and Eubanks <br /> Road this will be a gross violation of a solemn promise, made on several <br /> occasions by Don Willhoit, Chairman, Board of Orange County Commissioners, <br /> that the rezoning process for this site as a landfill would start approxi- <br /> mately one year prior to its need as a landfill and the affected residents <br /> would be given a public hearing. To sandwich the "use as a landfill" of <br /> this land in the land use plan and subsequent rezoning is morally and per <br /> haps criminally unfair.Although the property was purchased with public <br /> monies from the landfill fund, it is not presently a landfill, but simply <br /> public owned land held in trust by Chapel Hill, Carrboro, and Orange County. <br /> Therefore, I earnestly request that the "use as a landfill" of this <br /> property be deleted from the land use maps and that the property be shown <br /> simply as public land zoned R-1 without zoning changes. <br /> You and your staff have worked very diligently to put this plan <br /> together.
