• <br /> would provide 'a sliding scale for property - owner <br /> participation under the County 's PPP program (see <br /> Attachment C) . The proposal did not recommend changes to <br /> the NCDOT rating system but did propose that only 024, <br /> projects with a NCDOT rating of 49 or less be eligible <br /> for PPP participation. Any road with a rating of up to <br /> .10 would be required to provide 50% of the cost of paving <br /> their road out of priority. For roads rated 11 to 50, <br /> the property owners cost would be increased by 1 .25% for <br /> each increase in rating level . <br /> There are five (5) roads on the NCDOT priority list which <br /> will be paved under the County PPP program, including <br /> Timberly Road, Moriah Hill Road, Meadow Lane, Rollingwood <br /> Road and Stallings Road . All of these projects were <br /> approved by the Commissioners prior to the adoption of <br /> the new policy (3-5-86) . Meadow Lane was the last <br /> project approved by the Commissioners - July 1 , 1985. <br /> The policy adopted by the Board would not affect rating <br /> - but the level of payment by property owners. <br /> 4. Given g Amount of money xhAt =1 12A <br /> expected 12 b.& ? <br /> The 1986-87 Secondary Road Improvement Program proposes <br /> the paving of New Sharon Church Road (Complete) and Ode <br /> Turner Road (Partial ) . Since these projects are 11 and <br /> #2 respectively on the priority list, there is little <br /> argument against them. <br /> The remaining funding for unpaved roads is earmarked for <br /> three (3) County PPP projects (Meadow Lane, Rollingwood <br /> Road and Stallings Road) and one ( 1 ) NCDOT POP project <br /> (Charlock Court) .
