Of the 50 top priority <br /> projects listed in 1985 , 13 roads increased in priority, <br /> eight (8) roads showed no change, three (3) roads dropped <br /> out as completed PPP projects and 26 roads decreased in <br /> priority. Of those roads which decreased in priority, <br /> five (5) fell out of the top 50. Attachment A lists the <br /> changes summarized here. <br /> An explanation cannot be provided for the priority <br /> changes for individual roads since rating sheets are not <br /> available. NCDOT does rate roads on the basis of land <br /> use and public service, traffic characteristics and <br /> general route characteristics (see Attachment B) . <br /> Changes in these characteristics from one year to the <br /> next caused ratings to change accordingly. <br /> 3.
