01 h <br /> cleared area outside of the buffer. <br /> MOTION: Best moved approval of the staff ' s recommendation . <br /> Walters seconded the motion . <br /> Yuhasz inquired who would benefit from moving the <br /> mobile home unit given that it is already land- <br /> scaped and no vegetation was cleared to place it at <br /> that location in the first place. <br /> VOTE: 6 in favor <br /> 2 opposed (Lewis, Yuhasz ) <br /> Waiters commented that he would like this mobile <br /> home park to be a good examply and would not want <br /> this issue to be cited as a problem violation . <br /> PANTRY AREA STUDY <br /> To consider the Pantry Area Study Land Use Plan for <br /> approval . <br /> This public hearing was continued from May 27, 1986 <br /> and June 16, 1986 to July 7, 1986 to receive the <br /> Town of Hillsborough ' s recommendations . <br /> Development app-lications received and subsequently <br /> approved in the study area indicate a need for a <br /> review and update of the County ' s Land Use Plan for <br /> the area . Such a review, including the <br /> participation of the Town of Hillsborough, will <br /> insure that subsequent developments are in accord <br /> with municipal and County objectives . <br /> Adoption of the draft area study land use plan would <br /> establish development standards for the transition <br /> areas and additional protection for environmentally <br /> sensitive areas . <br /> Area Study as submitted. <br /> Walters noted that a northern loop for Hillsborough <br /> would be a major determinant in the development of <br /> the northern area of Hillsborough . <br /> Smith commented that no clear direction has been <br /> received from either the Town or NCDOT on loop road <br /> systems . <br /> The Board discussed the impact of Treyburn on the <br /> local thoroughfare system. <br /> Walters inquired how pedestrian easements could be <br /> established in the area. Jacobs responded that they <br /> could be established by ordinance or srecial <br /> authorizing legislation , neither of which Orange <br /> County has at this time. <br />
