PANTRY AREA STUDY To consider the Pantry Area Study Land Use Plan for approval . This public hearing was continued from May 27, 1986 and June 16, 1986 to July 7, 1986 to receive the Town of Hillsborough ' s recommendations . Development app-lications received and subsequently approved in the study area indicate a need for a review and update of the County ' s Land Use Plan for the area . Such a review, including the participation of the Town of Hillsborough, will insure that subsequent developments are in accord with municipal and County objectives . Adoption of the draft area study land use plan would establish development standards for the transition areas and additional protection for environmentally sensitive areas . Area Study as submitted. Walters noted that a northern loop for Hillsborough would be a major determinant in the development of the northern area of Hillsborough . Smith commented that no clear direction has been received from either the Town or NCDOT on loop road systems . The Board discussed the impact of Treyburn on the local thoroughfare system. Walters inquired how pedestrian easements could be established in the area. Jacobs responded that they could be established by ordinance or srecial authorizing legislation , neither of which Orange County has at this time.
