DRAFTBest commented that he thought the skirting require- ment was included to address safety concerns with the spread of fire throughout a unit. Smith responded that the skirting materials permit- ted ranged from solid masonry block to open pressure treated lattice panels . Yuhasz noted that the provisions seemed inconsistent given that pole buildings are permitted in Orange County . Jacobs commented that there were two issues here 1 ) is landscaping an acceptable alternative and 2) safety concerns . Yuhasz inquired what evidence had been presented to suggest that skirting is safer . Best responded that open areas allow fire to "run" . Yuhasz commented that he supported the revision to provide relief to mobile home owners on wooded lots but that the Board needs to reconsider the skirting provision . VOTE ; Unanimous Walters noted that tax revisions are needed to encourage mobile home unit owners to make their homes more permanent. Lewis commented that if safely is the concerns then education , not regulation is needed. MOTION: Yuhasz moved approval of the amendment to Article 22. Taylor seconded the motion . Best inquired if the Board should recommend solid skirting . Yuhasz responded that that would be better discussed in the context of the broader discussion on skirting . VOTE: Unanimous . She noted that the temporary office mobile home unit was well placed and landscaped, but was located within the buffer . She indicated that staff was concerned about maintaining the integrity of the buffer though they recognized that the unit as is is visually accept- able and relocation may cause substantial disrup- tion .
