21 <br /> BOARD OF COMMISSIONERS TASK FORCE ON HUMAN SERVICES <br /> Charge: <br /> 1. To develop a proposal for renewing the charge and <br /> reconstituting the existing HSAC. The proposal should <br /> include but not be limited to the following: <br /> (a) Critiquing possible HSAC recomposition models <br /> submitted to the Board of Commissioners by the <br /> County Manager's Office. Recommend a model or <br /> alternative to the Board for consideration. <br /> (b) Determining the role of the HSAC (i.e. should the <br /> commission be an evaluative or information exchange <br /> body) and enumerate the issues HSAC should address. <br /> (c) Examining the authority/jurisdiction of the HSAC as <br /> it relates to the Board of Commissioners, non- <br /> departmental agencies, and mandated human services <br /> boards (Health, Social Services and Mental Health) . <br /> Outline organization chart indicating where HSAC <br /> should be placed in the County Human Services <br /> structure. <br /> (d) Suggesting an internal structure for the HSAC (e.g. <br /> appointment of officers, term of office, and sub- <br /> committees. Describe the role of the officers and <br /> subcommittees. <br /> (e) Recommending the level of staff support for the <br /> HSAC. <br /> (f) Suggesting a communication/reporting network for the <br /> HSAC which would insure a clear line of communica- <br /> tion between the HSAC and the Board of <br /> Commissioners, mandated human services board, non- <br /> departmental agencies and Manager's Office. <br /> 2 . Board of County Commissioners Policy direction: <br /> (a) New composition shall include a minimum of 3/4 <br /> citizen members (nonagency department heads) . <br /> (b) No agency or department head can serve as an <br /> officer. <br /> (c) Term of office shall be limited to two consecutive <br /> one-year terms for officers. <br /> (d) Term of membership shall be limited to two consecu- <br /> tive three-year terms for citizen members. Two <br /> consecutive one-year terms for agency/department <br /> head, if any. <br /> (e) The Board of County Commissioners must appoint all <br /> members. <br />
