2L. <br /> APPENDIX I <br /> HSAC CHARGE <br /> Section I. In order to plan for, evaluate, strengthen and coordinate the <br /> activities and functions of the many and varied human service efforts <br /> existing within Orange County, a need exists to establish the ORANGE COUNTY <br /> HUMAN SERVICES ADVISORY COMMISSION. <br /> Section II. The COMMISSION shall function in an advisory capacity provid- <br /> ing counsel to the agencies, commissions, and other en a xis wx en the <br /> Cou which ro unding for uman services. I is hope that thzs <br /> a 'ce an counsel wel asses an encourag�effective delivery of these <br /> services to the people of Orange County in the most resource-efficient <br /> manner. <br /> Section III. There is hereby created and established the ORANGE COUNTY <br /> HUMAN SERVICES ADVISORY COMMISSION. <br /> Section IV. The COMMISSION is charged with the continuing, responsibility <br /> to: <br /> A. The COMMISSION s all period1Ca commenda- <br /> tions which are designed to improve human service delivery by: <br /> 1. maximizing County resources; <br /> 2. encouraging human service delivery organization to adopt <br /> cost effective measures; and <br /> 3. increasing inter-agency coordination. <br /> B. Study the human service needs and resources of Orange <br /> County and periodically report the results of the studies to the organiza- <br /> tions providing members to the COMMISSION. <br /> C. Facilitate communication among various components of the <br /> human services delivery and funding system. <br /> D. Be available for and prepared to undertake studies result- <br /> ing from special requests by the Board of Commissioners. <br /> E. Establish committees and subcommittees to provide technical <br /> or other advisory assistance to the COMMISSION when deemed necessary by the <br /> COMMISSION to carry out its responsibilities. <br />
