2L. APPENDIX I HSAC CHARGE Section I. In order to plan for, evaluate, strengthen and coordinate the activities and functions of the many and varied human service efforts existing within Orange County, a need exists to establish the ORANGE COUNTY HUMAN SERVICES ADVISORY COMMISSION. Section II. The COMMISSION shall function in an advisory capacity provid- ing counsel to the agencies, commissions, and other en a xis wx en the Cou which ro unding for uman services. I is hope that thzs a 'ce an counsel wel asses an encourag�effective delivery of these services to the people of Orange County in the most resource-efficient manner. Section III. There is hereby created and established the ORANGE COUNTY HUMAN SERVICES ADVISORY COMMISSION. Section IV. The COMMISSION is charged with the continuing, responsibility to: A. The COMMISSION s all period1Ca commenda- tions which are designed to improve human service delivery by: 1. maximizing County resources; 2. encouraging human service delivery organization to adopt cost effective measures; and 3. increasing inter-agency coordination. B. Study the human service needs and resources of Orange County and periodically report the results of the studies to the organiza- tions providing members to the COMMISSION. C. Facilitate communication among various components of the human services delivery and funding system. D. Be available for and prepared to undertake studies result- ing from special requests by the Board of Commissioners. E. Establish committees and subcommittees to provide technical or other advisory assistance to the COMMISSION when deemed necessary by the COMMISSION to carry out its responsibilities.
