In addition, he <br /> wishes to use an existing foundation to erect a storage facility for use <br /> by tenants of each mobile home unit. The Planning Board recommended <br /> approval of the modification to the planned development site plan. <br /> Motion was made by Commissioner Marshall, seconded by Commissioner <br /> Lloyd to approve the Planning Board recommendation. <br /> VOTE: UNANIMOUS. <br /> 3 . SECONDARY ROAD IMPROVEMENT PROGRAM (Revised list is in the <br /> Permanent Agenda File) <br /> Marvin Collins stated that each year the Department of <br /> Transportation holds a public meeting with the Board of Commissioners to <br /> receive citizen input on the Secondary Road Improvement Program. The <br /> total allocation for 1986-87 is $633,778 . 00 plus $70, 000 carryover from <br /> the previous year making the grand total $703 ,778. <br /> John Watkins, DOT Division Engineer, explained that the gasoline <br /> tax will increase from 1-3/8 cents to 1-3/4 cents next year. The <br /> criteria this year for the three different categories consists of <br /> spending 20% on paved roads, 15% on spot stabilization and 65% on <br /> unpaved roads. He highlighted some of the spot stabilization <br /> improvements and read the proposed list of roads that are included in <br /> the 1986-87 secondary road improvements program. <br /> Marvin Collins explained the sliding rate scale for the PPP which <br /> was adopted on March 5, 1986. <br /> George Bressler, Chair of the Secondary Roads Improvement Advisory r <br /> Committee, asked if the repairs scheduled for Old 86 had been completed <br /> and Mr. Watkins indicated that the $120, 000 is still available for those <br /> improvements that have not been made. <br /> Bressler questioned the procedure for conducting traffic counts, <br /> how they are made and how the roads are selected. <br /> Watkins stated that traffic counts are difficult to get. There is <br /> a statewide procedure that is followed. For a deadend road, six (6) <br /> vehicular trips is assigned per house. If there is a business or church <br /> the figures are adjusted accordingly. <br /> After further discussion, Watkins indicated it would not be a <br /> problem to do a traffic count on the top ten (10) roads listed on the <br /> report. <br /> PUBLIC HEARING OPEN FOR CITIZEN COMMENTS OR QUESTIONS <br /> 1. BARBARA LAKEY, SR 1358, expressed appreciation for the paving <br /> of New Sharon Church Road and asked when the work would commence. <br /> Watkins indicated the work would begin in the fall, 1986. <br /> 2 . BRUCE PETERS, Little River Township, spoke in support of <br /> paving New Sharon Church Road indicating he uses that road enroute to <br /> Guess Road. <br /> WITH NO FURTHER PUBLIC COMMENTS THE PUBLIC HEARING WAS CLOSED. <br /> Motion was made by Commissioner Lloyd, seconded by Commissioner <br /> Carey to approve the 1986-87 Secondary Road Improvement Program as <br /> presented by John Watkins. <br /> VOTE: UNANIMOUS. <br /> F.
