DRAFT PBM MINUTES 6-10-86 <br /> MUT PAGE 6 <br /> MOTION: Best moved approval with the recommended revisions by <br /> Collins and a provision stating this would apply to all <br /> subdivisions submitted after the effective date of this <br /> ordinance. Seconded by Margison. <br /> Kramer inquired about enforcement. Collins responded <br /> that Erosion Control would be the first line of enforce- <br /> ment while construction is going on with follow-up being <br /> handled by Current Planning Staff. <br /> Lewis expressed a concern that this could be a very <br /> expensive undertaking which will be passed along to the <br /> owner . He felt it should be the owner's option as to <br /> whether or not he wants a wooded lot. <br /> Walters indicated he felt too much of the decision as to <br /> the type of house the owner wishes to build is being <br /> taken out of his hands with these types of requirements. <br /> This also reduces affordability for homeowners. <br /> Jacobs inquired about allowance for solar heating. <br /> Collins said there is none per se in that solar heating <br /> is not addressed in the Subdivision Regulations. He <br /> noted that one of the intents of the ordiance is to <br /> retain/restore landscaping in the environment. Collins <br /> responded that a mobile home subdivision could be <br /> created in that individual lots could be sold rather <br /> than a park arrangement with the entire mobile home park <br /> under one ownership . <br /> Jacobs noted that under the section, Approval of <br /> Preliminary Plan, Commissioner Marshall had indicated <br /> that the word "better" is subjective and should be <br /> replaced. Collins suggested the wording "A preliminary <br /> subdivision plan shall be reviewed in accordance with <br /> the following criteria" or "A preliminary subdivision <br /> plan shall conform to the following criteria" . Jacobs <br /> also noted that (c) under Approval of Preliminary Plan <br />
