MEMORANDUM. <br /> TO: ORANGE COUNTY BOARD OF COMMISSIONERS <br /> ORANGE COUNTY PLANNING BOARD <br /> ti <br /> FROM: MARVIN COLLIN PLANNING DIRECTOR <br /> DATE: MAY 23, 1986 <br /> SUBJECT: RECREATION STANDARDS - SUBDIVISION REGULATIONS <br /> - ZONING ORDINANCE <br /> After meetings with representatives from other jurisdictions <br /> and the Triangle J Land Conservancy, the Recreation Director and <br /> I identified changes to the proposed recreation standards. These <br /> changes are listed below . The Board of Commissioners scheduled a <br /> public hearing on the revisions for May 27 at which time the <br /> proposed amendments will be presented for public comment . <br /> 1 . IV-B-7-b-1 Applicability <br /> This section has been revised to delete references such <br /> as "provide for" to indicate clearly that mandatory <br /> dedication or payment- in- lieu is required . A notation <br /> has also been included to denote that lands (or funds) <br /> received will be for "public" recreation purposes. <br /> A paragraph has been added to this section which <br /> "exempts" minor subdivisions (4 or less lots) from the <br /> dedication requirements. However, as soon as a property <br /> owner has subdivided land to the point that the <br /> subdivision moves from a "minor" to a "major" category, <br /> the applicant will be required to make payment- in-- lieu on <br /> all lots created under "minor" approval procedures. Such <br /> a provision provides relief for families wanting to <br /> create a limited number of lots for relatives but insures <br /> that, at some point, all new lots will contribute toward <br /> meeting recreational needs . <br /> 2. IV-B-7-b-2 D imene Iona I Requirements <br /> The formula contained i n the o r i g i n a l draft (SF = N x P x <br /> R) has been discarded and the following standards <br /> substituted : <br /> "At least one thirty-fifth ( 1/35 ) of an acre shalt be <br /> dedicated for each dwelling unit planned or provided <br /> for in the subdivision plan, except when land located <br /> in the flood plain of a stream or river as indicated by <br /> the flood plain maps of the Federal insurance <br /> Administration and/or is characterized by steep slopes <br /> ( 15% or greater) , then at least one twentieth ( 1/20) of <br />
